**Fairfield Plantation New Construction Rules and Checklist**
Fairfield Plantation in Villa Rica Ga is a gated community in Carroll County. It sits about 45 minutes to downtown Atlanta and the Hartsfield Jackson International Airport. The community has a vast amount of amenities for its residents. The premier amenity in my opinion is Lake Tara. An approximately 280 acre fish and ski lake that allows motor boats. The community also offers 24 hour security, 18 hole golf course, fishing lake, beach area, marina, club house, two swimming pools, two restaurants, tennis and pickleball courts and walking trails.
New home construction is still going strong in the neighborhood and comes with a lengthy set of requirements and rules to follow. The full list above gives details on the new construction rules but I will highlight the most common questions.
- All plans must be approved by the POA before any work can be performed.
- 2 surveys of the property must be completed originally stamped. Contact Pioneer Land Survey 770-838-1919. They are very familiar with the survey requirements.
- Surveys need the following information. Property lines; • Easements; • Setback lines; • Shoreline on all lake lots and golf course property on all golf lots. • Two (2) foot contours; • Dwelling location with all dimensions specified (including cantilevers); • The location of all planned structures, including but not limited to secondary detached structures, walls, sidewalks, fences, decks, patios, seawalls, docks and lamp posts; • The location of LP gas tanks if appropriate (a separate application must be filed); • The location of any existing sewer lines and manholes; • Existing Right-of-Way and edges of pavement; • Existing and proposed storm drains, ditches, and pipes; • Elevation of ground floor; • Corner lot pin placements with elevations; • Location of driveways, turnarounds, driveway culverts; • North arrow and scale; and • Street address and the owner’s name.
- At Least two blueprints to scale with dimensions, square footage (heated and non heated)
- List of exterior materials being used, specs, colors (any changes must be approved once construction has begun.
- Survey stakes must remain in the ground during construction.
- A survey must be signed off by the Carroll County Water Authority and marked and show where sewer tap and meter locations will be.
- Make copies of the survey to create these drawings for approval, 1. Grading Plan, draw where the land will be disturbed, cuts to the land and areas to be filled. 2. Erosion Plan, draw where silt fence will be installed, direction of water flow, where materials like hay will be installed. Landscape Plan, draw where water will drain from the lot, where swales will be placed or piped, any french drains installed, where shrubs and trees will be installed.
- Square footage minimum requirements: 1800 sq ft on lots 1/3 acre or more. If the lot is less than 1/3 acres, then a minimum of 1200 sq ft on first floor and remaining 600 sq ft on second floor.
- Driveways must be 12′ wide minimum.
- Homes must have a deck or patio with a minimum of 120 sq ft.
- Fees are as follows:
- 3.2.2.2 Application for Additions, Improvements, and/or Modifications $100 Due when application is submitted $25 fee plus $75 deposit
- 3.2.2.2 New Construction Application Fee $50 Due when application is submitted
- 3.3.2.3 New Construction Fee $3,000 Due prior to beginning construction
- 3.3.2.4 Compliance Deposit $5,000 Must be submitted with signed Contract and Agreement, prior to issuance of building permit 3.2.3.1 Variance Request $100 Non-refundable
- Subcontractors: Must fill out a form containing a list of all subcontractors and keep the list available for the POA to let them into the gate.
- Materials List Requirement: Must fill out a form to detail materials to be used during construction. Changes must be approved.
- Insurance requirements: Insurance Certificates Insurance certificates shall be provided to the POA Office stating the amounts of Liability ($750,000 minimum) and Builders Risk Insurance ($200,000 minimum) prior to the issuance of a Fairfield building permit.
